Driving with more than 22 microgrammes of alcohol in 100 millilitres of breath is a criminal offence, as is failing to give a sample. Basically, 0 tolerance for driving with any alcohol in your system.
It is not technically illegal to drink in public but some outdoor spaces/city centers prohibit it so I wouldn’t do it just to be safe.
Smoking is illegal in public places that are “wholly or substantially enclosed”.
